How to confront neighbors about damaged property?

My daughter has a little pool in our backyard that blows up and the other day I found my neighbors cat in my back yard and my daughters pool deflated. There are holes that look like cat scratches on it. How do I confront my neighbors about this. And can I make them replace the pool?
