Was this okay for the tire center to do?

Depends on where exactly the nail went in and where it destroyed. Sidewalls on any tires are nonrepairable and always require replacement. With the way the laws stand now most centers are going to er on the side of caution because there have been repair facilities sued for tire failures after repairs.
