I don't have dark circles, I have eye bags?

So I am 16 and I have eye bags, but no darkness under the eyes. I searched youtube for this, but all the tutorials are for people with darkness under the eyes. When I apply concealer onto my eye bags, there's no difference. I know there's no way to deflate eye bags, but is there any way I could conceal them? I think I may be doing something wrong here! Thanks !
